‘I’ll believe it when I see it’: Residents react after utility company proposes alternative to water shut-off

Residents of the Caribbean Isle apartment complex in Kissimmee will not have their water shut off by Toho Water Authority June 7 as previously announced, while Toho works with the complex’s management company to directly bill tenants for water.
