Florida remains in cone of uncertainty for system expected to become Tropical Storm Fred

Heavy rain dumped over Puerto Rico and the U.S. Virgin Islands on Tuesday afternoon as a tropical disturbance pushed northwest toward Florida with the potential to become Tropical Storm Fred, according to the National Hurricane Center.
